I don't think this is normal. I just got this from Pro Guitar Shop. Unit sounds nice but I can play and turn the boost knob back and forth from 0-10 and there is only a very subtle volume change at most, no addd fuzz or any effect change.

This certainly isn't normal, but then the Proctavia isn't really a "normal" pedal...
Have you tested this with your guitar connected directly to the Proctavia and the Proctavia connected directly to your amp? What type of pickups are in your guitar and what is the amp you are using?
How are you powering the Proctavia?
