Will the pp2 plus power the TC Electronic Flashback X4?
If so, how?

The Flashback X4 can be powered from output 5 or 6 on a Pedal Power 2+ with the corresponding DIP switch set to Normal using one of the included standard all black barrel cables.

Good Luck!

Even when the current draw of the flashback is 300mA and the outputs 5-6 have 250mA current output?

The actual current draw of the Flashback X4 is around 200mA.

I hope that helps!

More of the same question, can the PP 2 Plus power up a Morley Mark Tremonti Wah?

You can power any model of the Tremonti wah from any output on a Pedal Power 2+ with the corresponding DIP switch set to Normal.

Good Luck!

If the DIP switch for the L6 port is set to "on" would it break the Flashback x4?

I wouldn't recommend using it that way... I'm not sure it will actually damage the pedal but it isn't the right setting.

I hope that helps!
