The DigiVerb draws considerably less than the 300mA that the optional PS200R wall wort is capable of providing. You should be able to power the DigiVerb from any of the outputs on a Pedal Power 2+ with the DIP switch set to Normal.

You will want to set that one Instant Access button to Transmit with Preset as described under Instant Access in the Setup Mode section of the Ground Control Pro manual. Let us know if you get stuck.

The GCX will respond to control Change messages 80-87 (latching), 104-111 (momentary) on MIDI channel 16. The original Ground Control (as well as the Ground Control Pro) shipped with a 9VAC power supply with a minimum current of 500mA. A 10v supply will likely be fine however increasing the voltage will make the voltage regulator run hotter and is not advised for long periods of time.

OK, I see. If that is the case then you will actually want to set IA button 3 to Transmit with Preset. Otherwise, you are just recalling patch 9 as it normally comes up, with no effects loaded. the blocks are all off when selecting the preset is selected on the g major. i have preset 1 on my ground control to be totally clean and free of effects. so when i put preset 9 on the g major, no effects are activated. First- On the G-Major, does the Chorus/Flange light come on when you scroll the Edit wheel to patch #9 and press Enter to load the preset? Second- On the Ground control Pro make sure each of the Instant Access buttons that control effects on the G-Major are set to Normal and NOT Transmit with Preset...
