Yes, the "Transmit with Preset" setting is a Latching type action... it will send Data Value 0 for OFF and 127 for ON. The Instant Access buttons are Global and they will only send a single Control Change message, so unfortunately your fears are sound. These are two different rigs (even if only just the amp is different) and would require two different setups.

That the Control Switcher does not flash when you try to save indicates that it has not yet received a successful MIDI Program Change at its MIDI In jack. Have you enabled MIDI Program Change Receive and set the MIDI Channel on the Control Switcher yet? Does your Control Switcher have the Black butt...

Have you enabled MIDI Program Change Receive and set a MIDI Channel on the Control Switcher yet?

Does your Control Switcher have Black Buttons with Red LEDs next to them or does it have the Red buttons that light up?

The GCX responds to MIDI Control Change messages 80 - 87 on MIDI Channel 16.
