If what you want is to experiment, cool but... advising on as much is outside my jurisdiction. If not, I recommend simply going with one of the previously discussed options. Also/FYI, a detail I did not mention previously (sorry), is that one lead of the Output Splitter Adapter, part# PPAV is ground...

As the Digitech RP255 requires AC power, it cannot be power from the Pedal Power DC outputs (and no such modification is available). However, you can power it from the AC courtesy outlet with its adapter/wall-wart.

Hmm... and, you've got the guitar cables plugged in too, yes? Its manual does not specify its current demand, perhaps that is the issue. Try using specifically two 9V 400mA capacity outputs. Any better? Also, does it work when using its original 15V adapter and what are the specs listed on that adap...

Correct, indeed.

When the correct voltage and polarity are used, the effect/pedal will simply, draw only as much current as it requires (the extra mA capacity is fine).

The black/red ended cable is center positive, so... it's the wrong polarity if center center negative is required. Pedal Power 2 Plus outputs 5 and 6, are each 250mA (.25A) current capactity. If the Little Bear G1 actually uses 1A then even combined with a current doubler adapter (.25A + .25A = .5A)...

I expect the 18V-to-9V converter device is more involved as in general, a basic voltage divider circuit would not be adequate for application as such, but... the converter device could be used. Or, if you run-out of available 9V power supply outputs and need to power additional 9V pedals, perhaps co...

Have you tested the pedals one-at-a-time, setup: Guitar > effect pedal > amp (no additional gear connected and using the same power supply power output and cable as used in your "real" setup), to see if it is one specific device creating the trouble?
